On June 29, 2017, the XII Reporting and Election Congress of the Association of Taxpayers of Ukraine (Association) took place. The President of the Association Grigol Katamadze presented a report on the work accomplished in 2015-2017, and the Board of the Association was reelected. Grigol Shalvovich Katamadze was elected President of the Association for a second term.

In addition to the internal rules of procedure of the Association and the congress, other, equally important issues were raised. Yes, one of the invitees, was the acting Head of DFSU Myroslav Vasilievich Prodan. At the congress, an important document such as a Memorandum of Cooperation between the Association and the DFSU was signed.

Before signing the Memorandum, Mr. Prodan highlighted the main strategic directions of the work of the State Fiscal Service. In a living and accessible language, he told the audience about his reforms. It was clarified the issue of the final stage of implementation of the system of electronic administration of value added tax, reduction of overpayments from corporate income tax, prospects and the task of widespread implementation of the e-taxpayer.

The head of the SFSU asked a number of topical issues on topics that were of concern to those present. So, responding to questions from the Vice-President of the Association of People’s Deputy of Ukraine Matvienko Anatoly Sergeevich, Myroslav Vasilievich said that he was positive about the idea of ​​creating a financial investigation service instead of a corrupt tax militia. But on the other hand, the elimination of the tax militia should occur in parallel with the creation of a new structure, which, without a break in time, can more effectively perform the functions of the liquidated agency.

Present as a guest, President of the Ukrainian Association of Manufacturers Alexander Gromyko told the Head of the State Tax Administration that the success of the reforms aimed at the shadowing of the Ukrainian market, it is vitally necessary to minimize the “gray” imports into the country. Doing so can eliminate the demand for services not clean to the hands of importers. In this regard, the law on the use of cash registers at retail outlets of more than 20 m2 and the ability to track the supply chain from end-user to importer (manufacturer) of such a product is seen as effective. Undoubtedly, this will be an effective instrument of control for fiscal inspectors, but without raising the level of salaries to civil servants (both tax and customs officers) in the latter there will not be an elementary incentive for the proper performance of their duties. Answering a question, Mr. Prodan emphasized that the issue of controlling the legality of customs operations and controlling the supply chain “buyer-importer” is extremely important, as well as the issue of increasing salaries to inspectors. “If a fiscal officer is busy with his thoughts on whether he has the opportunity to pay his child a visit to a kindergarten or not, what kind of effective work can be discussed?” – said Myroslav Vasilievich.

The questions raised at the congress showed that close contact between the authorities and business was established, and practical cooperation between the Association of Taxpayers of Ukraine and the State Social Insurance Administration will undoubtedly give a new impetus to the reforms carried out in the country.
