Today, August 6, 2025, the Cabinet of Ministers of Ukraine has finally appointed Alexander Tsivinsky to the post of head of BEB director, who was chosen as the winner based on the results of an open competition.
The Ukrainian Business Council, which includes 124 business associations of various sectors of the economy, actively supported the bill on rebooting the BEB by a commission with a decisive vote of international experts. The business community welcomes the appointment of a new manager.

After the appointment of the director, it is necessary to implement other provisions of the law: to carry out a complete reboot of the BEB, in particular, re-certification of all frames.

– The ratio of the number of pre-trial investigations initiated to the number of indictments sent to court
– The ratio of the number of indictments sent to the court of first and second instance with the number of convictions in cases under investigation by BEB
– Statistics of stopped criminal proceedings (in dynamics – period to period)
– The specific weight of damage reduction to those established in criminal proceedings, the average amount in one proceeding.
– The average duration of pre-trial investigations in criminal proceedings, separately the share of Dr lasting more than 18 months (Article 219 of the Criminal Procedure Code of Ukraine)
– Dynamics of application of special confiscation and measures against legal entities for criminal offenses under investigation by BEB
– Cases initiated under Article 212 of the Criminal Code: the ratio of cases that have sentences or are terminated under Part 4 of Article 212 of the criminal code (payment of taxes).
– Dynamics of the quantity and value of seized property. Ratio to the number of property seizures in similar neighboring countries. The ratio of property seizures imposed and canceled, in dynamics by quarter
– Dynamics of the number of searches (generally invasive investigative actions) by Beb. The ratio to the number of searches in developed neighboring countries, as well as the effectiveness of such actions.
– The ratio of the number of investigations entered into the unified state register of legal entities and the number of sentences that have entered into legal force, as well as the ratio of the number of suspicions issued by BEB and the number of sentences that have entered into legal force
– Number of business complaints (to the business ombudsman) quarter to quarter.
